Low Income Home Energy Assistance Program (LIHEAP) in California is responsible for aiding working class families, disabled people, elderly, and families transitioning from welfare to work have energy in their homes. Without LIHEAP, utility bills may take up to 30% of  the family’s monthly income during peak summer and winter seasons, leaving them to have to choose between paying energy bills or paying for necessities such as eating. In 2016, LIHEAP provided its services to over 40% of households to prevent disconnection or to restore utility services. If new legislation passes in California, LIHEAP will lose $121 million, and many struggling families, elderly, and disabled people will become most vulnerable during peak summer and winter seasons.
